Indian Defence Industry Development

Air Force to Get Brahmos. The Govt. has cleared Rs 11,600 Crore Agreement for formal induction of the Brahmos missile into the IAF. It has also cleared two more regts of the supersonic land attack system to the Army.

The missile is already in service with the Navy and Army. This is the first time that a surface-to-surface version of the missile will be inducted into the IAF.

Brahmos Aerospace, a joint venture between the DRDO and Russian company. This is to develop and manufacture of advanced versions of the cruise missile that can be launched from aircraft, submarines, ships and land. Brahmos is capable of attaining speeds between 2.5 and 2.8 mach, it has a range of about 290 km .

Indian Light Combat Helicopter(LCH). India has flight-tested a prototype of the LCH successfully.

"The maiden test flight of the LCH on 29 Mar 2010 was successful. Though it was a short haul lasting about 20 minutes, the performance was good," said the CMD, HAL.

The 5.5-tonne attack helicopter copter is an Air Force derivative of HAL's Advanced Light Helicopter (ALH), known as Dhruv. The LCH can operate at altitudes up to 6,000 m. It has Shakti engine, developed by HAL in partnership with Turbomeca, France.

HAL plans to supply about 150-175 units of the LCH to the Indian Air Force (IAF) and Indian Army which already operates the military version of Dhruv for various functions.

The LCH will be equipped with advanced weapons systems , helmet-mounted targeting system, EW Systems. It will incorporate a number of stealth features and crash-worthy landing gear for better survivability. It will have a narrow fuselage, with two crew stations.

Launch of ‘Svipja Civil- Military Relations (CMR) Chair’

General

“Svipja Civil- Military Relations Chair” (or ‘Chair’, for short) has been set-up by Svipja Technologies with a view to harness Ideas from Intellectual Defence Community to promote Civil-Military Relations in India. Views from the International Community will also be welcome.

This work is needed in order to raise intellectual capital of the stakeholders in line with the values enshrined in the Indian Constitution. It would help reinforcing democratic values in the Defence Community with Military Ethos intact.

Objectives

The establishment of the Chair and Fellowships is expected to:

1. Promote healthy and meaningful exchange of ideas amongst the intellectual Defence Community on civil-military relations in the Indian Context.

2. Facilitate wider, deeper, and un-biased discussions / interactions amongst the intellectual Community, and Faculty / Moderator(s) appointed against the Chair or as Fellows, in particular.

Terms and Conditions

The creation and operation of the Chair and Fellowships will be subject to the terms enumerated in the succeeding paras.

Methodology Research work on the subject will be undertaken by a Team constituted by Svipja Technologies within the Objectives laid. Certain identified Blogs / Sites will be used to initiate discussions amongst the stakeholders. Once done, ‘finished product’ would be circulated to the stakeholders, and published in a transparent manner.

Donor(s) Svipja Technologies will meet all the expenses of the Chair as a Founder.

Founder Fellowship Brigadier (Retired) Sukhwindar Singh will be the first faculty against the Chair.

Guidelines for “Appointment” of Faculty Against the Chair To be approved by the Board of Governors established by Svipja Technologies / Trusts / Donors.

Eligibility Anyone with a track record in defence with independent, impartial & sound logical abilities would be eligible to be considered for “appointment” against the Chair. Individual(s) being considered would first be appointed as Moderator(s). The Chair has a Think Tank’s charter.

Duration of the Chair The “appointment” against the Chair will be made for a period of up to five years. However, continuation into the fourth and fifth years will be subject to a review at the end of the third year. Further, an individual may be eligible to be considered for re-appointment, together with other eligible candidates, for a period of up to 5 years (without a break) any number of times.

Designation Member(s) appointed against the Chair will be called “Svipja Civil-Military Relations Chair Emeritus Research Fellow / Research Fellow / Research Associate Fellow”.

Research Grant To be assigned by Svipja Technologies on need basis as the faculty / work expands.

Intellectual Property (IP) Rights As a result of the “appointment” against the Chair, there shall be no change in the rights applicable to the IP developed by the researchers / faculty members and/or his/her collaborators.

Strategic Alliance(s) Svipja Technologies would be willing to establish strategic alliance(s) with like-minded bodies.

Research Presentations Research Articles will be published on Media/Sites/Blogs identified for the purpose. In addition, as a result of the “appointment” against the Chair, the faculty would be expected to undertake Presentations of the research findings of the Chair to various targeted audience, organizations and institutions.

Conclusion

This work would enhance intellectual capital of the stakeholders for security of the country in environments unfolding in the 21st Century India. Dynamics of the Civil-Military relations needs to be captured routinely in the Indian Polity.

Civil-Military Relations: Why are These More Important in a Democracy?

There is a ‘rooted’ tendency amongst Us to narrow Civil-Military Relations to IAS-Military Top Brass. In wider sense it in fact relates to who governs the Country, Civil or Military leadership?

Civil is all encompassing - politicians, civil bureaucracy including allied civil services, police, State machinery, civil offices providing services like supplies, power, water, teles, transportation, roads, etc. Military and its personnel deal at various levels of ‘civil governance’ in official and personal capacities. Any aberrations to military personnel while on duty, off duty, or at home leaves them frustrated if not handled well. Military has expectations to be governed / handled diligently and in an orderly fashion. It is here that a soldier ‘grumbles’ when he is ‘towed’ to follow ethos alien to him.

First damage to civil-military relation stems when a soldier is handled shabbily, dishonestly, or indifferently in the Civil. And this could multiply manifold as he moves through his ‘life cycle’. In his frustration, he then uses ‘force’, the only ‘expertise’ developed in him to reach his objective, at least temporarily, willing to face its consequences subsequently.

Any nation has to be sensitive not to bruise soldiers’ pride in day-to-day interactions. Self-Pride, Self-Respect, Self-Reliance, High-Class Motivation, Professionalism, Ability to Lead by Example, etc are his inherent strengths. Any act that tends to lower it is damaging to the Forces, and Nation as a whole. Anyone including Armed Forces Leadership hurting/undermining these basic traits in any manner is doing disservice to the Nation as it may result in ‘mass grouse’, sometimes difficult to be handled by leadership. That’s why the Armed Forces handle cases of bad management, indiscipline or corruption strictly.

‘All Civil Institutions’ need to fully appreciate it in a democracy like India, where ‘ethos & personal examples’ tend to become casualty.

A Soldier is a Class by Itself and Should be treated as Such. He is then ‘fit’ to deliver optimally ensuring Your Freedom.

We are an established democracy now, it is time that we talked and discussed Civil-Military Relations openly, and organised ourselves on 'Systems Approach' both in thinking and action.

It could be a 'wishful thinking' to reach 49% figure and a 'red herring' of a special variety etched differently. MOD remains firm on 26% FDI generally enhanced on case-to-case basis.

India to Get Second AWACS Today

India will receive another Israeli-made Phalcon Airborne Early Warning and Control System (AWACS) today, giving it the second 'eye in the sky' for enhanced surveillance.

The second AWACS will arrive in Jamnagar in Gujarat and will be based in Agra.

With the arrival of the second AWACS, officials said the IAF can keep an eye on both the Eastern and Western Fronts.After the induction of the third system, India would be able to virtually cover the whole nation at one go.

The system, primarily used for detection of incoming hostile cruise missiles and aircraft from hundreds of kms away, can also direct air defence fighters during combat operations against enemy jets. It also helps detect troop build up across the borders.

Indigenous Effort in A & D

India's Public and Private Sector would have a much bigger role to play in the production of defence equipment in the near future if the country is to achieve near-self-reliance, Defence Minister A.K. Antony said on 17 March after commissioning the ICGS ‘Vishwast' at the Goa Shipyard Limited. Our desire is to strive for more self-reliance in this critical area.

“We should reduce reliance on other countries and make more space for Indian industries in both the Private and Public Sectors,” he said.

The bottom line is, while underlining the growing importance of the Private Sector in the area of defence equipment production, it would not mean the weakening of the Public Sector. Private Sector production in the A & D is to be add-on. Defence equipment supply to other friendly countries should also be on our agenda.

Transparency and 'Value Receipt' in Offset Projects

Offsets are to flow in India in the next 5-10 years. This could give rise to ‘scandals’ if not handled prudently. It is important that offsets drive value to the Buyer in a transparent and accountable manner without compromising professional integrity in the Offset System which includes all the ‘players’ both in India and abroad.

Offset projects should be screened with the same diligence as the main contract. This would need an ‘organisation’ that should be capable of conducting ‘due diligence’ on a number of offset projects, large number in most cases, with each project evaluated and valuated with ‘buyer-country-fit’ to get real value of the offsets.

All ‘leakages’ need to be plugged while evaluation is under way.

DOFA-MOD and DAC have to ‘mediate’ effectively. It is no secret that most of the offset agencies quite often are not very experienced to handle the offset projects. If required, professional help from ‘neutral experts’ can be taken. Defence Industry Units, both at home and abroad, are quite burdened with their routine schedules; offsets are extra work, need extra professional staff.

‘Relax Hi-Tech Export Control’, India to US

In the 7th High Technology Cooperation Group held in Mar 2010, India again asked the US to liberalise its export control regulations which restrict ToT to India. India feels that there could be no better partner than India to galvanise its High-Tech.

"We see this as yet another area where Indian and US interest converge and, as a reliable and strategic partner, we look forward to seeing enhancement of trade in such goods and technologies between our two countries and removal of remaining Indian organisations from the Entity List. It is anomalous that a body like ISRO, which is developing several collaborations with NASA, should continue to be on this list," Nirupma Rao, Indian Foreign Secy, said in the Group.

With the US Government's recent decision to undertake a thorough export control review to increase High-Tech exports, Ms Nirupma Rao said, "We noted the announcement of a National Export Initiative - to reform the Export Control System for American strategic, High-Tech Industries, so that their competitiveness is enhanced without compromising the country’s national security”.

India needs a close co-operation with the US in High-Tech Strategic Areas.

Indian Defence Industry Development

LCA. India is likely to induct the LCA into the Air Force by March 2011, as per the Indian Defence Minister A. K. Antony. LCA is an advanced technology, supersonic, multi-role, air superiority fighter, single-seat, single-engine, lightweight, all-weather ac designed for air-to-air, air-to-ground and air-to-sea combat roles. The IAF has already inducted 20 LCAs at the Operational Clearance Stage. They need more than 200 LCA-type ac.

Nag (Cobra) Missile/ATGM. It is a third-generation (Gen-3) - fire-and-forget- missile. Its optical guidance system is virtually jam-proof. It will be inducted into the Indian Army shortly. Has a range of 500 m to 3000-4000 km. Can be fired at night. Developed by the DRDO under Integrated Guided Missile Development Programme (IGMDP) which was initiated in 1983. The IGMDP has the Agni and Prithvi ballistic missiles; the Akash and Trishul anti-aircraft missiles; and the Nag ATGM to its credit.

Indian Defence Industry Development

Issues are falling in place after the recent Def Expo 2010. The Govt./MOD has made its stand clear on certain matters. Some of the important developments are listed in the succeeding paras.

FDI in Defence. As articulated in this Blog from the very beginning, the Govt. may allow higher FDI than 26% on case-to-case basis, but the 26% limit remains.

Basic Trainer Planes. India is to procure 75 Basic Trainer Planes. As per Reports, RFPs have been floated to EADS PZL (PZL-130-TC-11 Orik), Raytheon (T-6 Texan), Grob Aircraft Company (G-120TP) , Embraer’s Tucano, Pilatus (PC-7 or PC-/9), Finmeccanica (M-311), and Korea Aerospace Industries (KT-1). Later, 106 ac will be built by Hindustan Aeronautics Limited (HAL)”.

Russia-India Co-operation. Are likely to sign 4 b USD defence contracts. These are to be three contracts incl retrofitting the Admiral Gorshkov aircraft carrier, possibly during Russian Prime Minister Vladimir Putin's visit to India.

NBC Simulator by Navy. The Navy is setting up a NBC defence training facility for its personnel. Request for Information (RFI) has been issued.

TCS to BEL?

There is a report in the Business Standard today captioned 'MOD Sidelines Pvt Sector in Crucial Defence Project'. There is a logic in engaging DPSUs, or OFB for sensitive projects though the defence sector participation is open to the Private Sector. Reasons are not difficult to understand. The MOD on case-to-case basis could decide the project clearance. It is therefore not very difficult to appreciate why should BEL be in the lead for getting the TCS project.

BEL can be the main integrator with technology taken from the DRDO and Others incl from abroad. Also MSMEs get their share as vendors of components and subsystems. BEL as a DPSU is best placed to evaluate security needs of our main stay comn system like TCS, and monitor in various stages of its integration.

In fact in EW-intensive battle environments, TCS procurement ‘must’ be categorised as, “Make — Strategic, Complex and Security Sensitive Systems”, and funded accordingly.

If the decision comes through the way it is being reported in the Press, it would be highly pragmatic – no one should be very ‘doubtful’ of the DPSUs and the DRDO in certain abilities, or technologies.

Defence Projects, as I have said elsewhere on this Blog, are 'not a purely business decision’.

India Defence Budget: 2010-2011

"Secure Borders and Security of Life and Property Fosters Development”. The Defence Minister proposed to increase the allocation for defence to Rs.147,344 Crore. This includes Rs.60,000 Crore for Capital Expenditure. Any additional requirement for the security of the nation will also be provided for.

The allocation for OFB has been slashed by Rs.1,835 Crore to Rs.1,999 Crore against Rs.3,834 Crore in the previous fiscal.

The Defence Research and Development Organisation (DRDO) receives a hike of Rs.881 Crore to Rs.5,260 Crore from its revised allocation of Rs.4,379 Crore in the FY.

Foreign Equity Cap and Indo-US Defence Industry Co-operation

India needs state-of-the-art high-tech for its Defence & Aerospace Industry. GoI has capped FDI at 26% in the Industry with provision to increase it on case-to-case basis. The US advocates FDI limit to increase to 49% for the defence co-operation. This view is being 'drummed' for the past 3-4 Years. Possibly both the Govts have reasons to articulate their stands. Can't it be resolved prudently & amicably for a win-win?

Issue like this should not derail or limit the co-operation which has started 'cautiously', as it is.

Another important perspective is the issue of enhanced role of the Private Sector in high-tech Industry in India. The US officials want the US-India CEO Forum "to focus on how the Govts can work with the Private Sector to really capitalise on the energies, ideas, and practical experience of the Private Sector".

The US also wanted to strengthen the Private Sector's role throughout its dialogues with India -- in agriculture, ICT, health, and education, to name just a few, Robert O. Blake, Asst Secy of State for South and Central Asian Affairs, told this to the Washington International Business Council on 24th Feb. Read the full Report:

Defence Offsets India: A Close Review

We have all stakeholders- OEMs, Govts incl the Armed Forces, Industry, Public & Private, DRDO and Other Research Organisations, MSMEs, Industry Associations & Chambers, and Others – present their advocacy in the past 2-3 years eloquently with no hold barred. Everyone has a ‘coloured’ approach.

Buyer Govt., India, has a clear mandate to develop its Defence & Aerospace Industrial Base, but others would attempt to ‘play safe’. It is here that strong resolve and perseverance to build the domestic industry is needed, and all negativity snubbed.

We could slate our need, strategic-techno-commercial, as under:

1. Technologies and Engineering Practices that no country would be willing to part with in order to retain its technological leadership in the defence / industrial domain, such technologies would need to be developed in-house through DRDO/IITs/IISc/ Other Research Ests with major Govt Funding, with / without offset partnership.

2. Technologies and Engineering Practices that are ‘critical’ but can be shared with ‘friends’, and 'allies' by OEMs for various benefits, these could be co-developed through FDI Route/Domestic Investments/Govt / Offset Funding, etc.

3. Designs, Engineering Practices and ToT that come necessarily as part of the contracts in terms of licensed production in India need NOT be separately priced. This could form part of the Product Quote, built in the RFQ. Such a manufacturing and subsequent procurement by the OEM/Its Agencies forms part of the offset fulfillment, gets them offset credits. Indian MSMEs too benefit by this process greatly.

Export clause for products/services manufactured in India irrespective of IP ownership, ownership stake in the JVs in India , Tax Issues relating to domestic consumption and export of such goods to OEM Country(ies) and Others need to be amicably and diligently worked out in the contracts.

We should approve only those offset credits that build and enhance our Defence & Aerospace Industry. How it is to be shared between Public and Private Players including MSMEs is a sensitive decision which surely needs strategic vision.

Def Expo 2010: ‘Self-Respect’ comes from ‘Self-Reliance’

India has fairly large-sized Security Forces to maintain its integrity with hostile environment in the South Asia and not very conducive environment for its development & growth in the rest of the world. Do we let India realize its potential, is the question to be answered by the developed nations, and how would it affect Us? This should be the main ‘Term of Reference’ for developed nations.

We have small and large advocacy organizations operating in India which are always happy in ‘Doing Down Indian Achievements’ for reasons best known to them. 30% of Us below poverty line, corruption, slow Govt. processes, etc are well drummed, but what is not appreciated is ‘middle class and above’ in India, tone of young Indians to achieve heights, its technological leaps, improvements all around despite certain problems, etc. It is a kind of Psy War unleashed on Us by interested parties with connivance of some of Us, even intellectuals ‘hired’ to do Us down --- a dangerous trend.

GoI has always had a vision to achieve ‘near-self-reliance’ in various fields. It has achieved this with mixed success. Security Industry, Defence & Aerospace specifically, has not reached the objective for various strategic and tactical reasons. Our focus to achieve high degree of self-reliance in this Segment must remain – a message delivered loud and clear in Def Expo 2010.

Policy Initiatives like ‘Buy’, Buy & Make (Indian)’, and ‘Make’ need implementation in all its facets. ‘Tainted Advocacy’ by Indians must stop for larger good whether You are part of an Indian or a foreign firm. Look at the development of the Indian Industry pragmatically in keeping with the ‘strategic needs’ of the country, of course with business sense. All this will help Us retain our independence in thought and action.

National Security is Not a Pure Business Case, Nevertheless Profits Flow.

Def Expo 2010: Offset Policy Implementation

India’s defence offset policy would be the key driver for growth and modernisation of the defence industrial base, says the Govt. “The industry therefore will evolve in sync with the overall development, leading to progressive policy initiatives coming up in future,” said Minister of State for Defence MM Pallam Raju.

Raju outlined that offset proposals worth 49,000 crore are in the pipeline. Given the complexity involved in supervision of offset, an administration infrastructure has been put in place.

Public Sector alone will not be able to absorb the offset that are to be generated in future, he said. Offset, therefore, give domestic players an opportunity to enter the sensitive defence industry. The Govt. is also planning to extend tax sops enjoyed by exports firms to domestic players as well. Also, combining Public and Private Sector skills that will help achieve higher degree of defence indigenisation is also being mulled upon.

According to Raju, the role of SMEs has been a testimony of being a backbone of the defence industry and its role is vital for the self reliance of the industry. Urging the industry to gear up, the Minister earmarked the prospects of Buy and Make (Indian) category which facilitates JVs with foreign OEMs, strengthening R&D and technology up-gradation among others.

A strong defence industry will help India leverage its Buying Power, expanding technological base, facilitating global tie-ups and JVs. This will be aimed at reducing defence imports and promoting indigenisation, Raju said.

Indian Defence Industry Development

HAL-Boeing: Boeing has signed a contract worth 4.7 m USD with the HAL for supplying equipment for the eight P-8I maritime reconnaissance aircraft contracted for the Indian Navy. The Contract is part of the 640 m USD Offset requirements to be fulfilled by Boeing for the USD 2.1 billion P-8I deal signed in 2009.

Anjani Technoplast-BAE: BAE Systems has tied up with Anjani Technoplast to supply 59,000 bullet-proof jackets to security forces as part of a Govt. contract that is expected to cost Rs 160 Crore. Besides the jackets, Anjani Technoplast would manufacture vehicle armour using Tensylon, a lightweight ultra high molecular weight polyethylene material developed by BAE systems.

BEL Plans to Expand EW Capability: BEL is setting up a Central Research Laboratory (CRL) which will focus on ‘complex’ research on futuristic technologies in the area of EW. BEL already has two CRLs one each in Bangalore and Ghaziabad. The Lab will focus on both EW and EO Warfare. The EW business of BEL contributes close to 17 % to the company’s revenues of about Rs 4,800 Crore. BEL wants to double the EW/EO business in two years.

Mahindra and BAE Systems to Invest 21.25 m USD in Defence JV

Mahindra & Mahindra Ltd and UK's BAE Systems today said they will inject a total of USD 21.25- million (Rs 99.4-crore) over a three-year period into their joint venture company, Defence Land Systems India.

Defence Land Systems India will be HQ in New Delhi and will manufacture vehicles at a purpose-built facility in the NCR.

The JV Company will manufacture Axe high mobility vehicle as well as up-armoured and bulletproof Scorpios, Boleros, Rakshak, Rapid Intervention Vehicles and the Marksman light-armoured vehicle.

It would also develop a mine-protected vehicle specifically designed to meet the needs of the Indian armed and paramilitary forces.

Renewed Effort of L&T and EADS for Defence JV

Larsen & Toubro and the Franco-German A & D Group, EADS, are working on a new equity structure to revive their proposed JV which was earlier rejected by the Govt. on the ground that it would exceed the 26% cap on FDI in the Defence Sector.

L&T will now hold a 74% stake in the venture, leaving the remaining 26% for EADS. The JV intends to make electronic warfare systems, radar instruments and avionics.

The proposed JV is expected to earn Rs 2,500 Crore in revenues over the next five years. L&T, a supplier of critical systems to India’s defence forces, currently earns revenues of around Rs 400 Crore from this business.

The JV will have a manufacturing facility at Talegaon in Maharashtra. L&T is investing Rs 100 Crore in the Talegaon unit.

Tejas Would be Operationally Cleared by end-2012

The indigenously developed Light Combat Aircraft (LCA), Tejas, is likely to be operationally cleared by end-2012.The ac has completed trials in all weather conditions with over 1,000 sorties. Initial operational clearance is likely by end-2010. Indian Defence Minister said this after witnessing a flying display of the multi-role supersonic aircraft recently.

Hindustan Aeronautics Ltd (HAL) has already started the limited series production to deliver eight fighters to the IAF, which has placed an order for 20 aircraft to begin with.

The Cabinet Committee on Security (CCS) has recently cleared Rs.8,000 Crore (Rs.80 Billion) for further development of the LCA's Air and Naval Versions, and a New Engine. Presently it is kitted with GE-404 engines.

Aeronautical Development Agency (ADA) has designed and developed the LCA with HAL as its Partner. Tejas is the smallest, lightest, multi-role supersonic fourth generation aircraft in the world.

It is expected to be inducted into IAF by 2014.

India Developed Naval Gun Fire Control System

India has developed a new generation multi-sensor, multi-weapon defence system against enemy targets on board naval ships. The state-of-the-art "Gun Fire Control System" (GFCS) developed by Bharat Electronics Limited will be installed on board the P-28 class of ships.

"The GFCS is a quick reaction, multi-sensor, multi-weapon, short/medium/long range defence system against air, surface or shore targets on board naval ships", a senior official of the Bangalore-based Navratna defence PSU told PTI.

The GFCS is designed to provide air, surface or shore defence with 76 MM and 30 MM guns. Its purpose is to locate a hostile target using a radar or video tracker, acting on early warning search radars and to track its approach with high accuracy, in order to obtain reliable target data.

US Clears 145 x M777 Howitzers for India

The US Congress has cleared to sell 145, M777 Howitzers to India in a deal worth 647 m USD.

It is the light-weight towed Howitzer with Laser Inertial Artillery Pointing Systems (LINAPS).

The deal will include warranty, spare and repair parts, support and test equipment, publications and technical documentation, maintenance, personnel training and training equipment, US government and contractor representatives' technical assistance, engineering and logistics support services, and other related elements of logistics support, the US Defense Security Cooperation Agency said in its notification.

DRDO Signs Six MoUs with Pvt Industry Players

FICCI has established a Centre for Technology Commercialisation to provide an organized structure to link the mind to the market. The Centre will be supported by the IC2 Institute at the University of Texas at Austin. All activities of technology assessment and commercialization at FICCI could be undertaken as part of this Centre.

The DRDO-FICCI’s Accelerated Technology Assessment and Commercialisation (ATAC) Programme reached a new landmark on Monday with the signing of six memorandum of understanding (MoU) between DRDO and leading industry players.

The industries include Jyothy Laboratories and Alkali Metals for multi-insect repellant based on DEPA; Jyothy Laboratories for woolcare ; Vantage Security for explosive detection kit; Deltapure Water India Ltd. and Ariva Group for RO based Water Purification System; MGM Associates for High Altitude Pulmonary Oedema (HAPO) Chamber and GSC Glass for electrochromic window.

America Impatient Over Pending Defence Agreements

The United States, according to credible recent press reports, is training Special Forces to “grab” Pakistan’s nuclear weapons if they seem about to fall into terrorist hands. And if the Indian Army is to play a role in the operations, here is how it might play out.

While US Special Forces are heli-dropped onto known Pakistani nuclear missile sites, and the US Air Force suppresses Pakistan’s air defences, the IAF’s newly acquired C-130J Hercules aircraft take off from Udhampur, flying Indian commandos to an unused airstrip near Kahuta which American Green Berets have temporarily secured. The Hercules’ electronic jammers blind Pakistani radars before entering Pakistani airspace; the Green Berets give the all-clear to the airborne Indian commander on secret frequencies that cannot be intercepted or jammed.

The Hercules lands in pitch darkness, satellite navigation directing the aircraft precisely to the landing site. Indian assault teams spill out to secure and deactivate the endangered nukes.

But there is a hitch……………………

US: Partnership with India is Critical and Very Important

"It should be clear that we continue here at the White House and in the National Security Council to view the partnership with India is critical and very important," Mike Hammer, White House spokesman said yesterday on the occasion of US President Barack Obama completing one year in office.

In the words of Secretary of State Hillary Clinton, it launched third phase -- Indo-US 3.0 -- of relationship with New Delhi.

For Indo-US relationship, one of the key features of the second year of Obama Administration would be Obama's visit to India sometime this year.

President Obama had made priority in the first year of his Administration to a develop close partnership with India to build on the previous administration's work.

DRDO Flight Trials of Laser-Guided Bombs (LGBs) for the IAF

India , on 21 Jan 2010, carried out two successful flight trials of laser-guided bombs (LGBs) for the IAF to test the effectiveness of the guidance and control systems at the Chandipur integrated test range in Orissa.

"Two flight trials were conducted today at Integrated Test Range, Chandipur, to test the effectiveness of the guidance and control systems of the LGBs," a Defence Ministry release said here.

IAF officers flew their aircraft and released the LGBs as per prescribed standard operating procedures. "On-board systems in both the trials worked satisfactorily and the mission objectives have been met," the release added.

Bangalore-based Aeronautics Development Establishment (ADE) has developed the guidance kit for 1000-pound LGBs and these are designed to improve accuracy of air-to-ground bombing by IAF.

India Raises Defence Export License Concerns with US

India today raised serious concerns relating to defence trade with the US, including export licence restrictions on its PSUs and DRDO by including them in the American 'Entity List'.

During a meeting between Defence Minister A K Antony and US Defence Secretary Robert Gates here, India also informed the US that its bilateral defence relations should grow from seller-buyer to a comprehensive cooperation rooted in transfer of technology and co-production of equipment and weapons.

Indicating its hesitation in going ahead with certain defence agreements as a precursor to significant defence co-operation , it stressed that these pacts, including Communication Inter-operability and Security Memorandum of Agreement (CISMOA), being pushed by US, would have to be studied for their benefits before signing them.

US Defense Secy Seeks Arms / High-Tech Policy Change on Both the Sides

U.S. Defense Secretary Robert Gates said he’ll use his first visit to India this week in two years to seek progress on accords already initiated. “Not getting these agreements signed is an obstacle to Indian access to the very highest level of technology from the US", Gates said.

Monitoring the use and any attempted resale of U.S. defense technology to third parties, is a requirement of the U.S. Arms Export Control Act of 1996.

India is looking to strengthen its defense industry by buying U.S. weapons, then manufacturing them at home to supply its own forces and ultimately to export supplies to other countries. “We both have to re-examine policies dealing with exchanging technology”, as per Gates.

US / EU Industry are lobbying India to increase the level of foreign investment allowed in its defense industry to 49 percent from 26 percent. That would let the contractors have more control over joint ventures while giving them greater incentive to transfer proprietary technology, and participate in joint production. This is their pressing demand.

Gates said, India is a “critical partner” of the US on issues from climate change to combating terrorism.

Dr Abdul Kalam: His Message Could Transform Our Nation and Society!

Why is the media here so negative? Why are we in India so embarrassed to recognize our own strengths, our achievements? We are such a great nation. We have so many amazing success stories but we refuse to acknowledge them. Why?

We are the first in milk production.
We are number one in Remote sensing satellites.
We are the second largest producer of wheat.
We are the second largest producer of rice.
Look at Dr. Sudarshan , he has transferred the tribal village into a self-sustaining, self-driving unit.

There are millions of such achievements but our media is only obsessed in the bad news and failures and disasters.

I was in Tel Aviv once and I was reading the Israeli newspaper. It was the day after a lot of attacks and bombardments and deaths had taken place. The Hamas had struck. But the front page of the newspaper had the picture of a Jewish gentleman who in five years had transformed his desert into an orchid and a granary. It was this inspiring picture that everyone woke up to. The gory details of killings, bombardments, deaths, were inside in the newspaper, buried among other news.

In India we only read about death, sickness, terrorism, crime..... Why are we so NEGATIVE? Another question: Why are we, as a nation so obsessed with foreign things? We want foreign T.Vs, we want foreign shirts. We want foreign technology. Why this obsession with everything imported. Do we not realize that self-respect comes with self-reliance?

I was in Hyderabad giving this lecture, when a 14 year old girl asked me for my autograph. I asked her what her goal in life is. She replied: I want to live in a developed India . For her, you and I will have to build this developed India You must proclaim. India is not an under-developed nation; it is a highly developed nation.

Do you have 10 minutes? Allow me to come back with a vengeance. Got 10 minutes for your country? If yes, then read; otherwise, choice is yours.

YOU say that our government is inefficient.
YOU say that our laws are too old.
YOU say that the municipality does not pick up the garbage.
YOU say that the phones don't work, the railways are a joke. The airline is the worst in the world, mails never reach their destination.
YOU say that our country has been fed to the dogs and is the absolute pits.
YOU say, say and say. What do YOU do about it?

Take a person on his way to Singapore . Give him a name - 'YOURS'. Give him a face - 'YOURS'. YOU walk out of the airport and you are at your International best. In Singapore you don't throw cigarette butts on the roads or eat in the stores. YOU are as proud of their Underground links as they are. You pay $5 (approx. Rs. 60) to drive through Orchard Road (equivalent of Mahim Causeway or Pedder Road) between 5 PM and 8 PM. YOU come back to the parking lot to punch your parking ticket if you have over stayed in a restaurant or a shopping mall irrespective of your status identity….. In Singapore you don't say anything, DO YOU? YOU wouldn't dare to eat in public during Ramadan, in Dubai YOU would not dare to go out without your head covered in Jeddah.

YOU would not dare to buy an employee of the telephone exchange in London at 10 pounds (Rs.650) a month to, 'see to it that my STD and ISD calls are billed to someone else'.YOU would not dare to speed beyond 55 mph (88 km/h) in Washington and then tell the traffic cop, 'Jaanta hai main kaun hoon (Do you know who I am?)'. I am so and so's son. 'Take your two bucks and get lost.' YOU wouldn't chuck an empty coconut shell anywhere other than the garbage pail on the beaches in Australia and New Zealand. Why don't YOU spit Paan on the streets of Tokyo ? Why don't YOU use examination jockeys or buy fake certificates in Boston ??? We are still talking of the same YOU.

YOU who can respect and conform to a foreign system in other countries but cannot in your own. You who will throw papers and cigarettes on the road the moment you touch Indian ground. If you can be an involved and appreciative citizen in an alien country, why cannot you be the same here in India ?

Once in an interview, the famous Ex-municipal commissioner of Bombay , Mr. Tinaikar, had a point to make. 'Rich peoples' dogs are walked on the streets to leave their affluent droppings all over the place,' he said. 'And then the same people turn around to criticize and blame the authorities for inefficiency and dirty pavements'. What do they expect the officers to do? Go down with a broom every time their dog feels the pressure in his bowels?

In America every dog owner has to clean up after his pet has done the job. Same in Japan. 'Will the Indian citizen do that here?' He's right. We go to the polls to choose a government and after that forfeit all responsibility.

We sit back wanting to be pampered and expect the government to do everything for us whilst our contribution is totally negative. We expect the government to clean up but we are not going to stop chucking garbage all over the place nor are we going to stop to pick a up a stray piece of paper and throw it in the bin. We expect the railways to provide clean bathrooms but we are not going to learn the proper use of bathrooms. We want Indian Airlines and Air India to provide the best of food and toiletries but we are not going to stop pilfering at the least opportunity. This applies even to the staff who is known not to pass on the service to the public.

When it comes to burning social issues like those related to women, dowry, girl child! and others, we make loud drawing room protestations and continue to do the reverse at home. Our excuse? 'It's the whole system which has to change, how will it matter if I alone forego my sons' rights to a dowry.' So who's going to change the system?

What does a system consist of? Very conveniently for us it consists of our neighbours, other households, other cities, other communities and the government. But definitely not me and YOU(?).

When it comes to us actually making a positive contribution to the system we lock ourselves along with our families into a safe cocoon and look into the distance at countries far away and wait for a Mr.Clean to come along & work miracles for us with a majestic sweep of his hand or we leave the country and run away.

Like lazy cowards hounded by our fears we run to America to bask in their glory and praise their system. When New York becomes insecure we run to England When England experiences unemployment, we take the next flight out to the Gulf. When the Gulf is war struck, we demand to be rescued and brought home by the Indian government. Everybody is out to abuse and rape the country. Nobody thinks of feeding the system.

Our conscience is mortgaged to money.

This calls for a great deal of introspection and pricks one's conscience too…. I am echoing J. F. Kennedy's words to his fellow Americans to relate to Indians…...

'ASK WHAT WE CAN DO FOR INDIA AND DO WHAT HAS TO BE DONE TO MAKE INDIA WHAT AMERICA AND OTHER WESTERN COUNTRIES ARE TODAY' .

India as a Major Defence Sourcing Hub: CII-KPMG Study

The Govt. should consider the establishment of dedicated A & D SEZs, establishment of a tax equalization subsidy linked to value of goods and services supplied to the Defence Sector, and exemptions to Offset JVs from R&D Cess," as per a study by CII-KPMG.

"The fiscal regime plays a critical role in any defence market in creating an environment that incentivises and supports the long term risk taking, investment and R&D required by the industry," the study noted. It said with skilled intensive manufacturing capabilities and a world class IT base, India had the "right ingredients to become a key link in the global defence supply chain".

New initiatives such as improving visibility of Govt. Defence Order Book, Increasing Industry Output and Feedback into the Tender Process, Reduction in Bidders' Costs, Extending the Use of Offset Credit Banking, Allowing Offset Credit Trading, and Introducing the Use of Multipliers, could be considered further.

FDI cap of 26 %, the study said, though the opinion was divided on increasing the FDI limit due to security considerations, there was clear expectation from the industry that it should be hiked from the present level.

Govt Set to Ink Record $2.2bn Arms Deal with US

New Delhi has formally approached Washington for a direct Govt-to-Govt deal for acquiring 10 C-17 Globemaster-III giant strategic airlift ac, each of which comes for over a whopping $220 million.

India sent `a letter of request' for the acquisition of 10 C-17s to the US Govt last week. "Under FMS, we will get C-17s at the same price the US Govt buys them from Boeing, plus some service charges,'' said an MoD official.

IAF certainly needs to augment its strategic airlift capability to move large combat systems and troops over national and international distances, given that it has barely a dozen Russian-origin IL-76 `Gajraj' aircraft. IAF's medium-lift fleetincludes 104 Russian AN-32 aircraft.

The massive four-engine C-17 dwarfs them all. Capable of carrying a payload of up to 170,000 pounds, it can transport tanks and troops over 2,400 nautical miles.

With mid-air refueling, the C-17 can go even longer distances. Rugged , a C-17 can even land at a small forward airbase on a semi-prepared runway or airdrop over 100 combat-ready paratroopers directly into a battlezone.

DRDO to Tie-up with SNECMA, France, for Kaveri Project

The Govt. has given go-ahead permission to the Defence Research and Development Organisation (DRDO) to take up an offer of SNECMA to ‘partner’ with the Gas Turbine Research Establishment (GTRE) for jointly developing the Kaveri aero engine.

The Rs. 2,839-crore Kaveri engine programme was launched in 1989, specifically to power the Light Combat Aircraft, Tejas, now under development at the DRDO’s Aeronautical Development Agency (ADA). In 2005, the GTRE indicated that it would not be able to develop the Kaveri engine on its own.

There was a hitch in the technology transfer earlier. Now SNECMA has indicated that the technology can be given as fast as the Indians can assimilate it.

The GTRE hopes to use the SNECMA – GTRE Kaveri to replace the GE F404 (IN20) engine that will fly two squadrons of the Tejas.

Defence Expenditure Review Committee (DERC) Panel Proposals

A high-level committee, the Defence Expenditure Review Committee (DERC), looking into defence expenditure has recommended a host of sweeping reforms, including a hike in the foreign direct investment (FDI) limit in the defence sector to 49%, and divestment of defence public sector units (PSUs).

The DERC has made far reaching recommendations in our Acquisition System, such as:

  • The Govt should encourage the private sector to take over foreign defence firms.Consider setting up a sovereign wealth fund to assist this activity.
  • A five-fold increase in the financial powers of the defence minister -- up to Rs 500 Crores.
  • For accountability, transparency and efficiency, time-bound disinvestment plans should be worked out for each PSU.
  • Across the board increase in FDI limit to 49% with the provision for a case by case enhancement to 74%-100%.
  • Extensive use of ICT in the defence procurement processes.
  • Compress the time between RFI and actual procurement.

    Enjoy the simple things.

    Laugh often, long and loud. Laugh until you gasp for breath.

    The tears happen. Endure, grieve, and move on. The only person, who is with us our entire life, is ourselves. Be ALIVE while you are alive.

    Surround yourself with what you love , whether it's family, pets, keepsakes, music, plants, hobbies, whatever. Your home is your refuge.

    Cherish your health. If it is good, preserve it. If it is unstable, improve it. If it is beyond what you can improve, get help.

    Don't take guilt trips. Take a trip to the mall, even to the next county; to a foreign country but NOT to where the guilt is. What are guilt trips? Guilt trips are about violating boundaries. It is a way of manipulating people to get a desired outcome through indirect and passive-aggressive tactics.

    Tell the people you love that you love them, at every opportunity.

    And Remember

    Life is not measured by the number of breaths we take, but by the moments that take our breath away.

    FDI cap in Defence Sector is perceived lower by potential suitors. The upper limit prescribed for foreign companies to invest in JVs is 26 per cent. Echoing the view of industry bodies and foreign companies, the pre-budget economic survey this year suggested that FDI limit in defence industries be raised to 49 per cent from 26 per cent, and even allowed up to 100 per cent on a case-to-case basis, in high technology, strategic defence goods, services and systems that can help eliminate import dependence.

    All this needs deliberations in wider national security interests, and NOT purely a business proposition.

    Indian Defence Industry is very keen to forge JVs with foreign partners. For example, BEL is keen to forge JVs in the areas such as missiles, electro-optics and "portions of radars like radars for civilian areas". BEL is ready to work with potential partners either through a JV or some sort of arrangement like long-term partnership (not called a JV).

    Comments: MOD could always consider higher % of FDI limit on case-to-case basis for technologies extremely essential for India in next 4-5 years of time frame, with some 'special rider' on the JV company ownership and management.

    Comn Inter-operability and Security Memorandum of Agreement (CISMOA)

    India is in no hurry to sign Communication Inter-operability and Security Memorandum of Agreement (CISMOA) with the USA, a defence pact which provides for installation of American Comn Systems on US-made mil aircraft with certain guarantees.

    The US has been wanting India to sign the CISMOA as it intends to enhance the inter-operability of the Indian and American forces. It also ensures secrecy of its C4ISR (command, control, communications, computer, intelligence, surveillance and reconnaissance) systems.

    C4ISR Definition of the US: C4ISR encompasses systems, procedures, and techniques used to collect and disseminate information. It includes intelligence collection and dissemination networks, command and control networks, and systems that provide the common operational/ tactical picture. It also includes information assurance products and services, as well as communications standards that support the secure exchange of information by C4ISR systems. Under the C4ISR umbrella, systems exchange digital, voice, and video data to appropriate levels of command. This section focuses on C4ISR systems that process and protect classified information for military operations or homeland security purposes. The two key classified aspects of C4ISR systems are access to secure networks controlled by Information Security (INFOSEC) products and services and the classified data resident in the C4ISR networks.

    Signing CISMOA in C4ISR environment has wider implications. India needs to evaluate its fall-out deliberately.

    Defence Acquisitions, Time Overruns, Costs and Military Preparedness

    The basic is that a nation undertakes burden of defence acquisitions to maintain edge of its military. Within this overall objective our procedures must flow however multi-faceted or complex these may be. Our 'thinking executives' which includes our bureaucracy , military and process experts must keep this in view in all their activities.

    Shifting causes of delay / failures within any complex acquisition chain is inevitable and may even be 'past time' of some. The bottom line is, Is nation's military getting it wherewithal in time? If not, we need to worry. As is often said 'radical problems need radical solutions'. Lip service or minor changes to existing procedures and practices will not suffice. Let there be an overhaul of the Process.

    Power of Ideas & Implementation

    How do we translate our ideas into success? How can we actually shape public policy with a mere notion – that freedom and free markets are the best way to organize society?

    We start by realizing that ideas are the most powerful force in the world. Power can be found in politicians, armies, activists and institutions. But the reason for their power is ideas, because ideas explain why people do the things they do.

    What people believe determines how they behave, for whom they vote, the laws and rules they accept or reject and what kind of society they will work to adopt. Ideas determine whether a culture embraces free markets or socialism, democracy or dictatorship. Change ideas, and you change the world.

    Political leaders may enact public policy, but they seldom generate the ideas that drive policy. Politicians usually act within a fairly narrow range of politically acceptable Ideas. They cannot operate outside that range without jeopardizing their political standing.

    The range of credible ideas circulating in the intellectual marketplace determines the range of politically acceptable options. So if you have a Think Tank that changes the intellectual landscape, that Think Tank actually shifts the range of politically acceptable ideas.

    Milton Friedman has said Think Tanks are at their best when they change what is politically & socially possible.

    We must remember we are engaged in a battle of ideas. In spite of political obstacles, we are not battling against personalities or people. We should promote ideas that shift the very ground of battle, and that is 'Intellectual Entrepreneurship'.

    Offset Policy Implementaion

    The success of India’s defence offset policy should not be measured in agreements signed, or goods manufactured. An offset policy is successful only in so far as it generates long-term industrial partnerships, which function even after the vendor has discharged his offset liabilities. For this, the partnership must benefit both vendor and buyer. The challenge for India is to develop the domestic defence industry, both public and private sector, to create an ecosystem of potential partners for foreign vendors. This is not difficult; India’s auto component manufacturers have already demonstrated domestic capabilities in high-tech manufacture and cutting-edge R&D. These are precisely the qualities that global arms corporations seek in offset partners in India.

    The most far-reaching change is the introduction of “offset banking” last year, allowing vendors to accumulate offset credits towards a future liability. But South Block has been less than responsive in the justifiable demand for “offset trading”, which would allow accumulated credits to be sold by vendors who may not have a use for them at that time. As foreign vendors struggle to find offset partners for their mounting offset liabilities, there is rising clamour — particularly from US companies — for allowing “indirect offsets”, or the discharge of offset obligations through investment in non-defence fields like infrastructure, health, housing, etc. The MoD, focused on building up the domestic defence industry, considers “indirect offsets” as a potential turf infringement. But unless a well-conceived policy and regulatory framework is created for handling billions of dollars of offsets liabilities each year, New Delhi may have to allow some of that money to spill over into non-defence fields.

    Our Comments: FDI is an option in Defence & Aerospace now. What is important is, how does offset as a package work for domestic consumption and exports? Or it is only for the domestic clientele. Dual-Usage Industry, or areas typically important to our strategic options could be considered, where MOD spends.

    Indian Defence Industry Development

    It is reported in the Business Standard that the Indian Defence offsets rise to Rs 8,000 Crores.

    In 2007, a mere Rs 243 Crores worth of offsets were firmed up. The figure rose tenfold to Rs 2,598 Crores in 2008. In 2009, DOFA has already cleared Rs 4,870 Crores worth of offsets and counting. These values are of Planned Productions. Actual Production has still to begin. Only a handful of Offset Partnerships that were tied up over the last three years have gone in production. The investment into Indian R&D has been negligible.

    Our Comments: All these tie-ups are in anticipation of MMRCA and Other major A & D contracts. A very moderate inflow of Offsets against the signed-up contracts is appreciated as of now.

    Indian Defence Industry Development

    India has ever been keen to attain self-sufficiency and self-reliance in the Defence and Aerospace Sector. Somehow this Objective has remained 'illusive', to say the least, in high-tech and state-of-the-art domains. New Policy of the MOD, India, on Defence Procurement with Offset Policy embedded in it and its regular updating, presents a streak of hope towards attaining the Objective of self-sufficiency and self-reliance, along with ongoing efforts of the DRDO. There are many 'ifs-n-buts' in the Defence Professional Community, and advocacy issues. We need to show far deeper insight into our Defence needs as an Indian Nation.

    US/EU SMEs in A & D Sector for Mfg in India

    Small and Medium American and European firms wish to tap the $100-billion Indian defence and commercial aviation markets.

    Aerospace manufacturing company Carlton Forge Works (CFW), producer of seamless rolled rings, plans to invest $100-150 million to set up an aerospace centre (forging,tooling and machining)in India in JV with some local partner. The company is, at present, scouting for suitable locations in India, such as Karnataka and Hyderabad, where it can have access to natural gas that is very important to run its business.

    The US department of commerce is looking forward to working on defence projects with the Indian government. “It is very important for tier-I and tier-II companies to explore business opportunities in India,” Ms Karen L Zens, Deputy Assistant Secy at the US department of commerce, said during the US Delegation's visit to Bangalore. Karnataka's 1000 Acre A & D Park could offer the opportunity.

    Upgrading India’s Think Tanks

    'Upgrading India’s Think Tanks' Roundtable on 11 Nov 2009 by the IDSA is timely. My take on the Issue is:

    1. 'Think Tanks' approach which essentially is 'research, innovation and apps' should commence right from desk level upwards. Knowledge is widely distributed.

    2. 'Knowledge Workers' can only deliver if they are at the 'Self-Actualisation' Stage of the Maslow's Hierarchy of Needs. If they, or anyone of them, views it as a career / job option, their delivery will be restricted to the point of being average.

    3. 'Thinking & Execution' can't be divorced. Monopoly of Paper Researchers, and Academicians in such institutions is counter-productive. No Policy Research generated by them would be acceptable to the 'Executive' unless it is actionable. Otherwise it is a work in 'isolation'.There is a need for 20: 80 approach in 'Thinking & Execution'.

    4. 'Integration with the Customer' is applicable for any meaningful policy inputs. It should be further strengthened. Customer is the King -- marketing dose!

    5. 'Multi-disciplinary , and multi-nationality Teams' are needed in today's research due to complexity of issues, and the global reach now. Culture of individual achievements, like publishing papers, writing books, etc, encouraged in academic institutions need to be discouraged in 'professional research'.

    6. We need 'focused research' relevant to the sponsoring organisation. Research subjects be selected in concert with the supported organisations to make them relevant.

    7. There are too many Think Tanks. Need to aggregate them. Consolidation could be good mantra. May be we revisit the term 'Think Tank' itself, smacks arrogance. In line executives should be developed as 'Thinking Executives'.

    8. 'Thinking' and 'Passion to Deliver' are inborn. Can it really come through 'paid executives'? Think Tanks should just have 'knowledgeable Core Staff', say 20%, and deploy 80% researchers project-based on certain commercial terms. They would then deliver 'actionable policy & application research'. These set-ups should not be seen as career options, but 'Delivery Centres' with international infra for research, connectivity, presentation & seminar facilities,etc.

    9. Role of Private 'Think Tanks' needs to be recognised. Develop PPP Model.

    10. In this Century, manifestation of e-Business & Internet in every activity of ours in A & D can't be ignored. We need to address this squarely.

    11. Govt-sponsored Think Tanks should be 'self-sustaining' financially. This is the real test of their delivery.

    NO research can ever be meaningful unless the researcher is 'passioned and hungry for recognition', in addn to the comfort in metros. These are his motivators. He is to seek highest objectives. Institutions like IDSA can only present 'hygiene factors' to the researchers, it is they who have to deliver quality & relevant research. Fair mix of project-based freelance researchers may be the answer, not recruited ones.

    Old wisdom that 'You can take a cattle to the pond but can't force her to drink' still holds good everywhere.
